If both instances have a high transaction volume, you might want to split
them onto separate machines.
A highly-tuned Oracle database can make use of a lot of hardware (e.g., dedicated disks and controllers to minimize disk head movement and maximize throughput).
But if we're talking about more moderate transaction volumes, then I've never heard of anyone complaining about multiple production instances on a single box, as long as there are enough resources available (memory, disks, CPU). The one problem I can think of is your developers and DBA staff might forget which instance they are working with and do some real damage.
