scott/tiger missing after database creation

I am running 8.05 on Solaris 2.6. I destroyed the 2k block size db instance and create a 8k one. After the new db is created, there is no scott/tiger existing anymore. Only 3 default users exist: sys, system, dbsnmp. I would like to get scott back. Anyone has idea? Am I missing some scripts that I need to run?

After I issue the 'create database' statement, I run these 2 scripts as 'internal':
@@$ORACLE_HOME/rdbms/admin/catalog.sql
@@$ORACLE_HOME/rdbms/admin/catproc.sql
