I had the same problem and Oracle told me to do a lsnrctl stop, delete any listener trace or log files, and re-link the networking libraries:

cd $ORACLE_HOME/network/lib
make -f ins_network.mk install Received on Fri May 28 1999 - 19:06:48 CDT
