Urgent Help on TNS

Hi, I really need a help in urgent.

I have installed the Oracle 8.0.5 Server on NT Server with starter database. Later, I decide to delete the starter database and create a new one. After that, I cannot connect to the databse with any user accounts in all the tools, e.g. server manager, OEM..... it always issue 'TNS:unable to connect to destination'

Does anyone know how to solve this problem?

I am very appreciated for your help.
