The easiest way is to go to a dos shell via start/run/cmd type set ORACLE_SID=your oracle sid
type svrmgr23
type connect internal
type startup pfile='full file path of init.ora (if your pfile is in $ORACLE_HOME/dbs you don't have to declare it)
