Installing/learning Oracle

I sure hope some kind soul can lend me a hand with this. I am running a Windows 98 machine, and have all the latest and greatest Oracle goodies.

What I need to know is this, is there any way to get enough of the Oracle installed to actually work on it? I have installed the client (which does the dial up everytime, but there is no server to connect to) My machine is not networked. I ultimately would like to be able to run some of the db's, and the Developer and Designer. Is there any way to make it run from a traditional hard drive, without the server/dial up?

If it can't happen with 98, will it work with NT workstation and not server?
