Questions of a new user -- Unable to create a database with Oracle 8 Enterprise Evaluation

Greetings:

Since I'm very new to this, please bear with me.

I've downloaded the latest evaluation copy of Oracle 8 enterprise version for Windows NT so I can test it with our application through JDBC. I tried to create a new database (both typical and custom) through the Oracle Database assistant. Each time it attempts to create a database, I get this error:

ORA-12203: TNS:unable to connect to destination

I try to connect make a connection internal, but it will not accept any passwords, not even the ones I supplied when I tried to create the databases. Also, when I installed the Oracle 8 Enterprise evaluation, I never got a prompt asking me to set up a oracle admin account (which I was expecting since other RDBMS programs like DB2 and Sybase always asked me for one).

No matter what I do and even if I follow the documentation step by step, I still can't seem to create a simple database for me to test with my company's application. I desperately need help to get this running for our company has clients who are clamoring for this.
