Hi Andy,
The answer probably will surprise you:
it's real name is Oracle Network Manager, it is a 16-bit product in Oracle 7, and it 'lives' on the client CD in the Oracle for Windows products. It will allow you to administer either tnsnames or Names based networks. The latter should be saved in an Oracle database. Note: recently I discovered a 'feature': It doesn't support - 's in node names domain names etc, while DNS does accept them.
