You don't need to have two computers, but whether you want two or not is a different question. From the wording of your question, I assume you're setting up Enterprise Manager. It can be set up on any machine in your network (provided it is running the correct OS etc.) to monitor the database server, including on the database server itself. Is it wise to do this (putting it on the database server, that is)? Probably not. One of the things you can do with Enterprise Manager is monitor the server, database and listener up time and alert the DBA when one of them goes down. That's obviously impossible for server downtime if the console is on the database server.

On your other question, yes you can access Oracle databases through the webserver, but I'm no expert on this. Others will give you better answers here than I could.
