Snapshotting enabled a DBMS_LOG pre-requisite?

Wanting to purge old records from a table every so often, I'm naturally looking at DBMS_JOB. But it isn't going according to plan! I suspect that the cause of it is that snapshotting isn't enabled on our Oracle Server v8.0.4. Is this the reason my jobs aren't being executed? If so, what is involved in turning on snapshotting and what side-effects (performance, increased storage) might I expect.
