urgent pls help ora-1034 and ora 7320

Oracle 7.3.4 runing on AIX 4.2
After I changed the SYS and SYSTEM password and chnaged the permission of all files under ORACLE_HOME to 755. The BMC patrol did not work even if I changed the password back. My patrol administrator reported me the following problems:

Again and again, I checked the database and it is up and running.

Is anybody can help me out? please.
