How can i make my PC a server on the Net ?

I've Windows NT SP3 with OracleWebServer3.0 installed on it, i configured the listener, start it, and then connect to internet. I want to make my PC a server so i've tryed : http://xx.xx.xx.xx:80/
there's always the same error : Virtual Host is invalid. i think the error is becos of DNS resolving or something like that (http header..) how can i make it work ! anyone can help?
