I have the exact same problem. There is a technote about this on the oracle site. It seems to be caused by some sort of IP misconfiguration, which I am still learning about. Your ip address must be unique, and you must define a host and domain name and install OAS 4.07 using these. Also it's necessary to modify the hosts file. All this is in the tech note.
