Are you sure the ORADIM73 arguments in the command file are correct?
Password, parameter file path, etc.? Mine looks like this:
e:\orant\bin\oradim73.exe -startup -sid ORCL -usrpwd xxxxx -starttype srvc, inst -pfile e:\orant\database\initorcl.ora
Permissions? The command file must be executed by the using running the OracleStartORCL service. Maybe that user (usually SYSTEM) doesn't have correct permission on the file?
Just a couple of thoughts...

| I'm running Oracle 7.3.4 on an NT 4.0 server. I've installed a new SID
and
| everything is fine except that the instance administrator (oradim73.exe)
| won't start the instance. Server manager (svrmgr23.exe), however, will
| start the instance just fine. I left the default ORCL SID on the server
for
| now and oradim73 seems to start that instance fine. I've checked the
format
| and password of strtSID.cmd and this also seems fine. If I try using
| oradim73 manually (i.e., command line mode), I don't get an error
message,
| but the instance does not start.
