Hi Sean,
A few notes.
From your reply it definitely appears MTS is not running. I know remember a 'chicken and egg' situation I have always been stumbling with using mTS: which one should you start first the database or the listener. It's the other way around, and I don't remember whether I started the listener first or the database. In your case: try reversing the process. There doesn't seem to be anything wrong with your configuration. As a last resort you can change the trace level in both sqlnet.ora and listener.ora from OFF into 16. This will dump debugging info intro two trace files. I have some experience in reading them, and I hope it is not necessary. If it is necessary, zip them up using winzip, they can be huge!
