Oracle licensing

Here's one of the age-old questions: what constitutes a User and what constitutes a client?

Does one SQLnet connection to the server database count towards a "User License" ?

Ex:

Assume:

   NT Workstation Running the Oracle8 Client Software (Net8, SQLPlus 8, etc.)

   Alpha Server (AS) 1200 running Oracle 7.3 Server configured to run as client only, no DB.

   Alpha Server (AS) 8400 running Oracle8 Server with a DB (DB1)

  1. From the Workstation, I launch an application that uses Net8 and ODBC to connect remote DB1.
  2. From the AS1200, an application program uses SQLnet to connect to remote DB1. Again, from the an application program uses SQLnet to connect to remote DB1

Does this mean that the two processes on one AS1200 constitutes one user (using one SQLnet connection) or does each of the processes have its own SQLnet connection and constitute two users?
