This is a common problem -- here's how to resolve it (I know this works cause I've done it more than once):

Delete all the *.q files in \orant\net80\agent (but remove any pending jobs or registered events from OEM for that agent first)
Delete the snmp_ro.ora & snmp_rw.ora & services.ora files
Restart the IA & drop/rediscover the agent node in OEM
