How does the Transparent Network Substrate

How does the Transparent Network Substrate (TNS) work? Does it do packet encapsulation instead of a machines native TCP/IP layers?

Help me on this one. We're trying figure out why putting SQL Forms on local servers cause long delays for Oracle 8 (using Developer 2000) Mac clients. We'd like to run the forms from the servers. There is no problem for the PC's using this format.
