Even with 128 megs I was unable to start most of the samples. You should check to see how many cartridges you have install(which samples) and delete all the ones you don't need. Then check the even log and see if you get a successful load messages for the cartridge.

I've got the recommendation that you need more than 128 megs of memory even(especially) to develop with OAS from Oracle Support.
