creating oracle web server 2.1 DCD error: ORA-03121??

we are trying to implement Oracle Web Server 2.1 on top of Oracle 8.0.4 for
NT.


unfortunately, we encounter error and error when creating a DCD to the
default database instance ORCL.  the error is "ORA-03121: no interface
driver connected."  after consulting Oracle's web site for help, we have
come up with nothing that rectifies the situation.  any suggestions?
