tnsping : slow response time

Hello, When I use the ping utility between the client and the server I become a response time from about < 10ms. With the tnsping utility I usually become a response time from about 250 to 300 ms for the first time and then about 90 to 120 ms. This scenario is for me OK.

But by a customer, I become a response time for the tnsping from about 250 to 300 ms and this all the time (not only the first time). The ping response time is correct (< 10ms).

Could you advice me in which way have I to find the problem ?
