Well, I don't have solution..but, mentioning my experience regarding.

I've contacted oracle support a way back. But they could not replied me satisfactory. Actually, Only way I found is change registry file for each client you wants. It does not take into a effect when you change on server to client. If you run it from server, will work well. But same will try to execute from client. will give same result as you mentioned. Only way, I found is to make an entry to registry. and it's not a logical way, where we've many users working world-wide on same system.
