umask and Oracle UTIL_FILE question????????

OK, if my umask is not set to 000 when I write to the util_file dir it gets written as ORacle DBA, NOT what I want!!!

When I do set my umask 000 I can write to the utl_file dir as myself.

Can someone explain this to me in UNIX/Oracle newbie terms???
