hash cluster overflow

Two part question:

When creating a hash cluster, if the SIZE of the average number of rows associated with each hash value is greater than the Oracle block size, does the extra space get allocated as overflow blocks?

Do overflow blocks hold only the same hash key values of the root block or can they be made to?
