The problem was due to bad setting of NLS_LANG variable
the Installation Guide gives the impression that NLS_LANG
should be set values like "US7ASCII" or "WE8ISO8859P1"
The NLS Language Guide though has a different (and correct,
apparently) opinion, arguing that NLS_LANG should take values
like "American_American.WE8ISO8859P1". Thank you all, anyway.
