for the first proplem you should grant the user which you just created "create
table" and 


some tablespace,



for the second,if you only have one database
that you don't need offer the hoststring the oracle will auto mount and open
the database for,if you issue the hoststring that you must
use the LSNRCTL utility to open the oracle
listenner first.
