Help with ORA-01034!!

I have installed Oracle 8.04 on my NT workstation machine and am facing these problems

The TNSListener cannot be started till I connect to my ISP.
After I start the TNSListener, I cannot connect to my local databases. I keep getting the ORA-01034 error. I can connect to all other databases on other servers but none on my local machine. My machine has enough memory (160 MB) and 3 gigs of free space on the HD.

Any pointers to fix this will be greatly appreciated.
