Creating a new database procedure

Working with Oracle 7.3.4; although I have worked with already-created
databases enough to feel comfortable, I've never created a database from
scratch.  I'm getting the impression this is not a simple process, but I
can't seem to find any good documentation that outlines the steps.  Can
anyone point me in the right direction?
