Can't desc a table thru a db link

I have 2 instances running - a 7.3.2 called PROD and a 7.3.3 called DEV with a dblink from DEV to PROD. I recently upgraded DEV to 8.0.5. But now when I'm on DEV, I can select * from xxx_at_PROD and see the data just fine, but I cannot do a desc xxx_at_PROD. I get an error ORA-12663: Services required by client not available on server.

Any hints?
