TCP/IP Oracle 8.0 Web Server

Hi,
were using oracle 8.0 on windows NT 4.0. We installed oracle web server, but when typing netstat -an on NT command prompt to show all active ports, web server listens only on port 0.0.0.0:8888. Now we can reach the web server locally using URL ..<NETBIOS_Name>:8888..., but we found no way to get contact from another machine. How can we manage to listen web server on it's servers public ip-adress (such as 193.5.68.155:8888)?
