Sql Net easy Config will not launch in Oracle 8

We have encountered an issue on multiple machine where Sql Net Easy Cinfig
will not launch for the Oracle 8 client. if you click on it, nothing
happens. If the Oracle 7 client is on the same machine 7 seems to work.
Because we have encountered this on multiple machine's we beleive that it is
a common problem. Does anyone have a resolution to this problem?
