They were created to be used by Oracle employees for debugging purposes. However, the Oracle Performance Tuning class includes them as part of that class. Also, some Oracle Tuning books mention these. I don't believe Oracle mentions them in their books -- if so, I'm sure they didn't go into detail or I would remember that.
