There is no such thing as 'the best platform' or 'the best RDBMS'. It all depends on what you want to do (and also how much money you have). May I suggest you to have a look at http://tpc.org ? They publish benchmark results, and you have top-10s on pure performance and on price/performance ratio. Probably a good place where to start. Now, it all depends on how much your applications resemble the TPC-C or TPC-D benchmarls ...
