Application server will allow you to make HTML pages with Database information added. If that is all you are going to do then it will work fine for that. Developer server is just for putting forms/reports developed using Developer on the web. It does this by converting the form into java and the client run the java on there system. Developer server will also allow you to create HTML or PDF reports from a report made with developer. This feature is nice. The report is generated when the user places the request.
