The problem here is the word "best". What is your criteria, and your environment?

If cost/performace ratio is important, Linux is the go.

If supportability is important
then if your site already has a lot of unix experience

     then your most popular unix is best
     else if your site already has a lot of NT experience
          then NT is the go
          else learn Solaris and go that way
          fi
     fi
else if easy install is important
     then hire a Oracle person to install it on some platform
     fi
