OWS 3.0.2 web-listener failure

I'm using oracle 8.0.5 server and OWS 3.0.2 on Linux machine, but when I try to activate the www listener (which is port 80 normaly) the system generate error message:

[oracle_at_ns1 oracle]$ owsctl start www

Oracle Web Listener 3.0.2 Production (Export), Version 2.14FC1 Copyright 1997 Oracle Corp. All Rights Reserved.

Error: A failure occurred ( Permission denied ) when assigning a port ( domain: www.yogyakarta.co.id, address: 0.0.0.0, port: 80 ). Error: Failed to start the server.
Error: The server could not initialize
Information: The server is exiting
OWS-08811: Unable to startup Oracle Web Listener `www'.

I try to SETUID owsctl binary, but it doesn't work, anybody has a explanation/solution?
