Redo Log Question

An OCP sample test question asks me "Your redo log file are in 2 groups, with each group having 3 members. If you want to add a group, what is the minimum number of members the new group must have?

I chose 1 but the answer key says 3. I realize Oracle recommends that to keep them symmetric, but won't it allow 1? The question says "must", not "should", if I understand the English.
