Even though your server is running Oracle 8 and connects using Net8, Designer connects to it using SQL*Net (Oracle 7). Make sure you have configured both Net8 ($ORACLE_HOME\Net80\Admin) and SQL*Net ($ORACLE_HOME\Network\Admin).
