TNS Listener Running @ 50% on NT

I currently have five Oracle instances running on the server, after adding the fifth one I noticed that the CPU usage for TNS Listener was way to high, as compared to another server that we have run Oracle (7.3.4.0.0).

After shutting down all the Oracle instances running on this machine, the CPU usage did not change at all. The Machine is currently running NT 4.0 w/SP4

Does any one have an idea as to what might be causing this problem?
