OAS 4.0.7 on NT4 and Environment Variables

I am running OAS 4.0.7 under NT 4.0/SP3.

I can't seem to get the any %XX% environment variables to to work in the HTTP Listener section under the Physical Path entry. This does work under the Applications Cartridge Virtual Path Setting though. And yes the %XX% is set.

Any ideas on how to make this work?
I will be switching from development to production in a week and it will ease my burden later.
