Hmmm...

You don't need a TNS Listener on the *client* machine, just the server. Sounds to me that you lost a configuration file along the way.

Can you 'ping' the server from the client, both by IP address and host name? Is the tnslistener running OK on the server? Have you lost any of the Oracle client configuration files? Have you tried a reinstall on the client? Do other clients which have not been upgraded still work?
