DBMS_ALERT on NT 4.0

I have installed Oracle Enterprise v8.0.4.0.0 on a server running Windows NT 4.0
Servicepack 3. I have run the catproc.sql and given the users the neccesary grants.

I am trying to send an alert by typing execute dbms_alert.signal('MY_ALERT',null)
on the sql prompt, but the client application never receives the signal. I know
the client application is working since I have run it on another NT machine
and connecting to a database on a unix server. The server has the same version of Oracle.

What have I missed? Do I have to do anything special to get alerts working
on Windows NT 4.0 vs on a Solaris server?
