Soundex PL/SQL

Hi,

We need to search on the column of "last_name, first_name" in the database. Somehow Soundex() does not return the desired results (it provides phonetic instead of semantic algorithm). In order to use CONTAINS(), we'll need to set up the ConText server which is the waste of time and money for such a simple search. Can anybody provide comments on what should we do, or anywhere I can find the sample PL/SQL code or better algorithm? Thanks.
