I have found the Oracle Press books published by Osborne/McGraw-Hill to be excellent. Visit http://www.osborne.com/ and search for Oracle or Oracle Press series. I am currently working with Oracle development tools (Designer, Developer) for the first time and have found Oracle Designer Handbook extremely valuable. Also, Oracle The Complete Reference and The Oracle 8 DBA Handbook are both very good.
