Error: OWS-05566 due to ORA-1034

I've pulled out enough hair already trying to figure this one out.

Running Linux from Red Hat (ver 5.1). Installed Oracle database server 8.0.5. Everything seems ok. Can create tables, use 'sqlplus'. Then installed Oracle application server. Have a problem during post-installation. Ran 'root.sh' as root, logged back in as 'oracle'. Run 'owsctl start wrb', then 'owsctl start admin'. All messages look good. No problems reported. Launch Netscape. Use URL =
'http://dewey.barron.com:8888/ows-abin/boot' (machine name is
'dewey.barron.com'). Get default configuration page. Login as admin.
Fill in 'Local Database Only' section, ORACLE_SID with my SID (rudy), click 'Submit' button.

Then I get the following error messages:

OWS-05566: DAD DBA submission failed due to error 1034 ORA-1034: Oracle not available
