How to Fire a VB4 event From Oracle 7.3 Server?

We have an  application using a VB4 front-end for an Oracle 7.3 DB.  We
would like to


have Oracle fire an event in the client when a certain table is updated so
we can update


a local copy of the table.  Can anyone point me to info on how this is done?
