Personal Oracle and Server is about the same product. I created an entire app on Personal, and the transferred the database to Server without any changes. personal has triggers, and sequences and all the other stuff. It doesn't have all the performance of Server, but for learning and developing on it rocks.

I usually develop an entire piece of code on Personal, then test it on Server just to make sure. I have never had a problem.
