1 of 2 things is probably going on ... either your OS username is not in the 'dba' group, or the previous DBA used the ORAPWD utility to put a password on the internal account. If that is what happened, I think you can change it to something else with the ORAPWD utility, also. I haven't used it much so I may be wrong here....
