Slow system with good ratios

I have this database with only 99% ratios: buffer cache, redo, no reloads.
NT4 and 7.3.2. Activity is high. The user complain about slow response time.
I blame it on the OS. Which graph should I build using the NT monitor to
convince the users it's time to go for a bigger engine?
