I didn't have the time to read your entire post....but I have this comment....solutions already exist for 'caches'. 1 - Oracle allows you to 'pin' objects in memory....so frequently accessed tables can be 'preloaded' into memory - eliminating (almost!) any disk access to them.
2 - Hardware vendors are selling what in effect is RAM DISK --- large memory modules that are addressable as disk devices, where you would put a copy of your most frequently accessed data.
Don't want to burst your bubble....but you should probably investigate both of these before you preceed any further to see if your idea adds value beyond either one.
